Here the head of the kidnaper gang Miss “Seema” (Alias Divya Mishra), has asked her kidnapper friend/bhai Mr. Vinay Upadhyay (Alias Pinku) to make an extortion call for money and property.
By “Nagar Nigam”, they also mean the government or the “office of God”. And they are “Miss Illusioned” in thinking of themselves as the supreme authority and can do anything and everything as they wish. So the receiver of the phone call should do exactly as they say out of fear of God. As they are synonyms to God.
Further the kidnapper gang wants the receiver of the phone call to go to “Nagar Nigam” and request the officer to change the name(or something) inside the “Death Certificate”, such that the wishes of the deceased person can be changed everywhere. This statement sounds ridiculous.
But a mentally retarded person like this kidnapper, considers himself/herself the most intelligent person, and thinks that they can trick the “phone call receiver” into doing such mischief with the government official. Such that the government officials will take legal action against the “phone call receiver” for attempting to deceive the government.
And then, the “phone call receiver” ends up losing all his money, job, property and family or destroys it somehow and becomes a beggar like them(kidnapper).
Also note that in the clip. The kidnapper is saying:-
Saksham ko bhi jana padega ?
This is a surprising statement for the kidnapper, because how can they release the kidnapped child?
As he is being used as a “bait” for every argument and extortion demands.
The receiver of the call is definitely scared. But not because of the kidnapper gang demands. But because of a bogus practice or way of living that they have adopted of making a living by destroying another person’s family, which is dangerous for them only. Because the “receiver of the phone call” knows how to protect himself.
That is why, the receiver of the phone call, is politely asking the kidnapper to return the child to the place from where he was kidnapped.
Why is this kidnapper gang mentally retarded?
This is because their parents and elders have invested a lot of money in their education, so that they can get a decent job and earn a living. But wherever they went, they started blaming the company and people there and always claimed that they are right and will always fight for the right thing.

They wanted more money, cars and houses and they could get these things easily, only when they showed themselves below the poverty line. By working as a peon or labourer as their primary job. And tell their parents and elders that they are working in a very big MNC or have a government job.
Please try to refrain from such types of people in your life or knowledge as much as possible. Because they are mentally retarded, and you can never argue with them on logic. And should be treated with politeness and respect as the receiver of the phone call is treating them.
